Is there an online site to help you keep track of your PDHs? PMI has a way of doing this through their site. CMAA uses Recerttrack. What about the PE?

Did my reading and my googles and answered my own question. NCEES offers the CPC section on the website.

I just track mine in an excel sheet. Each state has different requirements, and it can be tougher for some of the online sites to get you the right data come random audit time.

How does everyone primarily get PDHs? I've been doing the free PDH classes at NoonPi but I'm looking for more free options.

Check with the local PE organizations such as ASCE for their offerings. The local meetings can count towards your PDH's, even if you aren't a member. Also check with manufacturers for what they may be offering. Simpson Strong Tie, Hilti, and Steel Joist Institute (among others) usually put out a few free webinars each year.
I tend to hit several meetings each year, a few manufacturer offerings, sometimes a conference or other training session; it usually covers my PDH requirements.

How does everyone primarily get PDHs? I've been doing the free PDH classes at NoonPi but I'm looking for more free options. I get almost all of mine via volunteer work for engineering societies. Maryland requires that at least 1 PDH comes from an ethics/law/codes/standards. In the past I used an inexpensive online providers to get that one hour. But a couple years ago the Board offered their own exam that awards the relevant PDH. I did it for the last renewal period and will probably do it again for future renewals. www.onlineexambuilder.com/en/maryland-professional-engineers-ethics-and-law-exam-1-hour/exam-345914I also get continuing ed credits through mandatory trainings at work. Ditto for conferences. The former is from providers that aren't on the Board's preapproved list; I could probably complete the paperwork to justify it being used to meet the requirements but I get so many credits from engineering societies that its not worth the hassle.
